[BIOMAGE-1893] - Add migration to create sample delete trigger

Description

Add an RDS migration to create sample delete trigger, which triggers a lambda to delete sample file from S3 when a sample is deleted.

To test :

• Open staging at https://ui-agi-surly-macaque.scp-staging.biomage.net/
• Upload samples
• Check your sample's s3_path in RDS (i.e. connect via psql or a GUI SQL editor). Take note of the path.
• Open S3 and confirm that the file exists
• Delete the sample
• Open S3 and refresh. Confirm that the sampel file has been deleted.
