Add support for python 3.9 and 3.12 #50

As discussed in #47, this PR adds support for python 3.9 by using from __future__ import annotations where the union syntax from python 3.10 is used. While at it, I also got rid of the upper limit on the python versions and added testing targets for 3.9 and 3.12 on the CI. In order to add support for 3.12, I had to update pycln to a version that supports python 3.12, which shouldn't be a problem I think. @hippalectryon-0 let me know if I missed something or if you have any other concern.
