install pyoculus from git and f90wrap from pypi #445

f90wrap does not need to follow Caoxiang's branch anymore as his fix has been merged into upstream. Tests were still following this branch.

Pyoculus is not automatically uploaded to pypi, so to facilitate getting changes from master to simsopt, this is now installed directly from master.
