Fixes #185

The new buffrs new command takes the --lib or --api flag similarly to init and a mandatory packageName parameter. In the current working directory (where the CLI is invoked) creates a directory named <packageName> and initialize it with the Proto.toml file and proto folder.
If a directory <packageName> already exists in the current working directory, the command fails.

Overall looks good to me! Could you add the synopsis/docs to both the README and the book before we merge?
