This PR updates Terraform's openpgp support away from the deprecated golang.org package to the maintained ProtonMail package.
This is the package recommended by the Go development team in #33131.
This PR is a combination of #33131 and #32056 as both have desirable features I think we should capture. I've merged them into this PR that I can merge and update easily.
