aws_snapshot data source

It would be really nice to have a data source to provide snapshot ids when provisioning volumes.

Desired Behavior

This would pick the most recent snapshot matching the filters given, and use that to create the described volume.

This is similar to the aws_ami data source and how it's used to create instances.

Once #6819 is merged we'll have a helper function to ease the creation of new data sources for EC2 objects, at which point it shouldn't be hard to add one for EBS snapshots.

Since we have an aws_ebs_volume resource already I think we should call this data source aws_ebs_snapshot.
