Align Terraform environment variables with GCE defaults

Placeholder issue for aligning the default environment variables used by Google Cloud (via gcloud) with those used by Terraform for the same items. This would reduce complexity, but also make it easier to get started with Terraform as these variables would already be set.

• List the env vars set by gcloud
• Change default Terraform mappings to match
