Mark BQ's materialized view query as ForceNew

Currently updating query field of BQ materialized view is not supported. To address this, I marked query field as ForceNew.

This fixes #8579

These changes were merged into master before v 3.59.0 release but were not included in the release. Is there a time frame for this to be released?
