Description

The TestAccMsSqlManagedInstance_update is currently failing with the below error. This PR includes a timezone_id in the config to avoid unintentionally changing this ForceNew value during the update.

 'azurerm_mssql_managed_instance.test' - expected action to not be Replace, path: [[timezone_id]] tried to update a value that is ForceNew
