azurerm_linux_function_app fix the bug in example usage

Description

The example usage is erroneous. Please refer to issue #27744 for further detail. I've changed the azurerm_service_plan's SKU to B1 which fixed the issue. I tested the new change in my computer and it worked (but example usage gave error)
