Support new capabilities EnableTtlOnCustomPath and EnablePartialUniqueIndex for MongoDB as requested by the service team.

Capability: EnableTtlOnCustomPath

Can be added to existing account: Yes

Can be removed: no

Kind: MongoDB


Capability: EnablePartialUniqueIndex

Can be added to existing account: Yes

Can be removed: no

Kind: MongoDB

Test result:
PASS: TestAccCosmosDBAccount_mongoVersion40 (786.02s)
