resource/aws_cloudwatch_metric_alarm: Accept EC2 automate reboot ARN

Fixes #6386

reboot was documented under OKActions but not AlarmActions in https://docs.aws.amazon.com/AmazonCloudWatch/latest/APIReference/API_PutMetricAlarm.html, but turns out is supported in AlarmActions.
