This issue was originally opened by @zerkms as hashicorp/terraform#28009. It was migrated here as a result of the provider split. The original body of the issue is below.

Proposal

AWS allows setting tags for IAM Policies using the console UI, yet aws_iam_policy does not: An argument named "tags" is not expected here

Could it please be implemented for consistency.
