[AUTO] Update question.md template to remove reference to Google Grou…

…ps mailing list. (#440)

* .github: remove link to distribution list in question.md

Since the mailing list is not usable anymore on Google groups, we
remove the link to it in our question template.

* .github: update question.md template

Some other links in the question.md template for new issues
still had an older link, and inconsistent capitalisation.

This commit addresses those.
