[HCP Observability] Turn off retries for now until dynamically configurable #17496

Description

Turn off retries by setting defaultRetryMax to 0 in MetricsClient

Why?

Avoid retry storm if CTGW is down for lack of capacity in the OTLP service
For GA, we can add this back in as we'll be able to dynamically update the retry with configuration changes.

Testing & Reproduction steps

I tested this change end to end with a mock endpoint that returns status.ServiceUnavailable, and the retry does not kick off unlike on the feature/hcp-telemetry branch.
