fs: add FOPEN_KEEP_CACHE if FOPEN_CACHE_DIR is set.

On Fedora 40, FOPEN_KEEP_CACHE does not have to be specified, but on Github CI (Linux 6.8.0) it is necessary. Change-Id: Ib50c92edb6603568055cb0f06fca6600dc1c95cd
