Removes the tolerance argument from `handle_model`, meaning the model code itself has no longer any control over the tolerance.

Update the default model CLI to take an optional
--toleranceparameter. If this is not provided, compute the tolerance automatically.This is another step towards #1868, preparing for re-adding the models which require a tolerance value.
