Implement Sliding Menu/Sidebar

Overview

Implement the sliding sidebar/menu as seen in our figma UI mockup file

Action Items

1. Import React Sidebar to the left of the Map components
2. Create an easy workflow for filter components to be dropped in and rendered properly

Notes:

• Sidebar should display on top of the map and slide to the left
• Sidebar is activated by a button on sidebar
• Look into incorporating sidebar state into redux store (is this necessary or can component manage itself?)
