Mostly want to validate that cloropleth maps will work in Dash and come up with a preferred pattern for how to develop them.

Also, want to make sure that we can style them in a way that fits with the other graphs.

And would like to make sure the rest of the team is aware of this capability and see if the product team feels like these are a good fit for various comparison functions.

Basic map of requests by type is now live. There is some formatting on mobile that needs to be fixed. I'll file a bug after we review this.
