configure: update ax_python_devel.m4 to serial 36

Problem: The ax_python_devel.m4 macro package uses distutils, which
has been deprecated since Python 3.10 and removed in 3.12.

Update to the latest upstream version (serial 36) from
autoconf-archive, which fixes this issue by only using distutils
when necessary.
