What:
Fixes a issue with the newest Version of smb-openvas, in which the openvas-scanner was not able to compile. This PR removes the dependency to the deleted wincmd (winexe) module of openvas-smb.

Why:
openvas-scanner was unable to compile with the latest openvas-smb version

How:
Try to compile. Maybe start a scan which uses the smb stuff to check if something broke.
