When setting the USB configuration to zero we should return from the
configured state to the address state according to the USB
specification.

The same fix was applied to HackRF: greatscottgadgets/hackrf#987

can confirm this makes greatfet work through usbip.

note that after merging this the greatfet repo will need a version bump for the libgreat submodule.
(this may be how/why my test some months ago failed)
