Backport #42469 to branch/v15.
Only merge conflict was in a tsh test file - I just had to remove a couple of unrelated test helper funcs from the backport that were not in v15.
changelog: tctl now ignores any configuration file if the auth_service section is disabled, and prefer loading credentials from a given identity file or tsh profile instead.
