What

We currently only sign tsh #2979, but not teleport or tctl. We should sign both to avoid Gatekeeper issues. We've completed the rest of the work #3158

This should apply to both Teleport and Teleport.e.

Why

Why do you need this? We recommend using tctl locally, and this is a clunky UX.
