This backports envoyproxy#1398 to our v0.4.0 fork which lets us configure affinity and tolerations for the envoy proxy pods. I think eventually we should look at adding/upstreaming support for topology spread constraints. But we will need to upgrade our k8s servers first anyways so this is good enough for now.
