Artifact exposes grails-dependencies as an explicit dependency #838

Expected Behavior

grails-dependencies is a BOM so should not be exposes by the plugin as a dependency.

Actual Behaviour

Artifact POM lists grails-dependencies as a compile time dependency. See https://repo1.maven.org/maven2/org/grails/plugins/spring-security-core/5.1.1/spring-security-core-5.1.1.pom

and grails/grails-core#11753
