operator: Move Loki TLS configuration into ConfigMap

What this PR does / why we need it:

This refactor moves the TLS configuration options on the different Loki components from container command-line arguments to the central configuration file. It aims to reduce duplication and make discovery of the actual configuration used in the final deployment easier.

Refactoring the command-line options is a first step in consolidating the functions used for generating the pods / services for the different components.
