This PR aims to decouple the Loki clients a little more cleanly from Loki code.
This is a first step to make it easier to vendor the Loki client packages with less vendoring conflicts and challenges.
This PR also moves some of Loki's internal packages around to clean things up and organize them a bit better.
Commits are organized to be as stand-alone as possible and explain each of the steps taken.
