  1. Add initial Cloud Armor config to Terraform. 

    Enabled:
- XSS
- SQL Injection
- Remote Code Execution

NOTE: they are enabled in non-preview mode (i.e. it will actually block
traffic). Given we don't have production traffic on GCP yet I figure
this is acceptable.
