Was this something you asked for once? While I'm inside that code.

I.e. you want the module + config, but don't want to follow transitive imports.

OK, the description of ignoreConfig is not exactly correct in this area:

https://gohugo.io/hugo-modules/configuration/#config

But we cannot fix ignoreConfig, so adding another flag makes sense.
