Included bundles with resources may not be re-rendered in fast render mode

• The publishing of bundle resources (images, JSON files etc.) is tied to the render phase. This is tied to an output format.
• In Hugo's fast render mode we try to be smart about what we render, i.e. the home pages and the pages you currently "work on".
• If you, in Fast Render mode, rename an image or similar in a bundle that is indirectly referred to from the page you're editing (i.e. you list .Pages with a thumbnail), you end up in an inconsistent state. The image isn't visible.
