Your current Harbor has version <=1.6.0 , or upgraded from version <=1.6.0, the upgrade will cause notary failed to start, for more details see #7091 , a workaround is to execute one script(https://github.com/goharbor/harbor/blob/master/tools/notary-migration-fix.sh) before launching Harbor.
