This commit migrates the Software News section of the OLCF website into this repository. Migrated content only extends back to March 12, 2019 for currently deployed systems. This commit also sets a format for additional entries in the Software News page. Notably, raw HTML is used to define titles, as to keep them out of the main navigation and create subsection bloat. It also uses horizontal separators to draw horizontal lines on the page between each announcement. CSV tables are used for module changes, as they're significantly easier to maintain than normal-format reST tables.
