[image-builder] Support imagebuild/ context prefix #4261

This PR supports to force a rebuild of the workspace image. The rebuild can be triggered by using the imagebuild/ (analogous to prebuild/) context URL prefix like this:

https://clu-imagebuild-url-prefix.staging.gitpod-dev.com/#imagebuild/https://github.com/corneliusludmann/gitpod-playground/tree/image-builder-tests
