"A prebuild is already running" - while the .gitpod.yml does not exist on the repo #9507

Bug description

When trying to do https://gitpod.io/#prebuild/https://github.com/armanbilge/schrodinger, I get:

However, there is no .gitpod.yml in the repo and does not get automatically created either when a workspace is opened.

Steps to reproduce

Trigger a manual prebuild for https://github.com/armanbilge/schrodinger/

Workspace affected

No response

Expected behavior

No response

No response
