[PVC] When using PVC some files in .git folder have root ownership instead of gitpod #12527

Bug description

When using PVC some files in .git folder have root ownership instead of gitpod.
This might be related to the issue where chown errors out.
Something somewhere might not be running with the correct user or permissions when using PVC code path.

open workspace with PVC

Workspace affected
