Why:

Closes #15603

What's being changed:

windows-latest workflows now run on Windows Server 2022 rather than on Windows Server 2019.

We are actually implementing this migration over the course of 8 weeks, as stated in the blog and have an internal PR to update this article scheduled for March 7. I am therefore going to close this PR. Thanks for your understanding.
