As a user, I want to be able to pledge to an already-pledged issue, so that I can increase the chances of it being picked up and done.

Steps To Reproduce

1. Go to the issue explorer, and click on an issue (or, from github.com website, click on an issue that has a gitcoin bounty on it), e.g. https://gitcoin.co/issue/MARKETProtocol/MARKET.js/6/497
2. Find the amount of the bounty, and try to increase the amount by pledging yourself.

Current Behavior

There's no visible way to pledge to an issue which already has a bounty.

Expected Behavior

It should be allowed to increase bounties' values.
