The configuration should at-least contain following things.

location of db.
encryption for the db,
How many pastes should be retrieved at a time.
Who should be able to edit the pastes.
Enable Protected pastes that no one other that admin will be able to edit.
What happens when you delete the paste should it be deactivated or should it be deleted from the db.
