Also removed the mentions of ViGEmBus and the WinUSB driver in the Requirements section, since those get covered in the instructions, and also added a License section just to make it feel a bit more complete.

Covers extracting the program, installing ViGEmBus, and installing the WinUSB driver.

A word of warning: the setup instructions should definitely be double-checked, especially the iOS section.
