Installer re-write meta ticket

I plan on rewriting the installer to hopefully accomplish several goals simultaneously:

• Add Sentry error reporting to install.sh #740
• Factor out all deps except Docker #999
• Support Podman (and Podman Compose) #369
• Feature Request: Explicitly define a internal network in docker-compose. #770
• [Fedore-CoreOS]Installation fail, no access to files in /etc/* #1505 (?)
• Set some services as configurable #916 (?)

If we rewrite the installer in Python, we would also be able to test things better, lint, type check, make sure dependencies are installed, etc. (h/t Anthony, this is also several reasons why I want to re-write the installer).

This issue has gone three weeks without activity. In another week, I will close it.

But! If you comment or otherwise update it, I will reset the clock, and if you label it Status: Backlog or Status: In Progress, I will leave it alone ... forever!
