GEOS-Chem update: Merge PR #2181 (CEDS 0.1 x 0.1 emissions)

This commit informs the GCClassic superproject about the following
commits that were pushed to the GitHub geoschem/geos-chem repository:

9aeb0da1b Merge PR #2171 (Add CEDS 0.1 x 0.1 degree emissions)

This PR updates the default version of CEDS to use finer resolution
data, and retires older CEDS options.
