chore(starters): add gatsby-starter-basic-bootstrap (#22837)

Nothing earth-shattering here, simply a starter with *just* react-bootstrap and sass support. Many other existing starters bring a lot of additional bells and whistles. Co-authored-by: gatsbybot <[email protected]>
