What would you like to be added:
In etcd-druid end-to-end tests of upgrading etcd cluster from non-HA to HA, we should add dummy networking labels.

Why is this needed:
In order to accurately replicate the production scenarios of g/g, we should incorporate dummy networking labels during the upgrade process from a non-HA to an HA etcd cluster. This approach will allow us to detect any potential issues related to label addition directly within etcd-druid itself.
