Define a subset of `gardener-cicd-libs` containing a subset of cc-utils without "heavy" dependencies against hyperscaler-SDKs + without dependencies for packages and modules specific for Gardener-CICD/Concourse-Template. This package is intended to be used for future GitHub-Actions. It contains functionality deemed helpful for both OCM-handling, and Gardener-CICD-specialties such as release-notes-handling.
