BDRSPS-1086 Don't create the record number datatype when there is no recordNumber field #354

Because otherwise the record number datatype would be unused.

Previously the test data had no recordedBy where all rows for it had no recordNumber
In this case there should be no rdfs:Datatype created for that recordedBy.
I have updated the test data so Test Pty Ltd is an example of this, in the final RDF there is no datatype for them.
Looking at the diff for the second commit shows the change this PR is making there.
