Bump path-to-regexp and @jupyterlab/builder

Removes [path-to-regexp](https://github.com/pillarjs/path-to-regexp). It's no longer used after updating ancestor dependency [@jupyterlab/builder](https://github.com/jupyterlab/jupyterlab). These dependencies need to be updated together.


Removes `path-to-regexp`

Updates `@jupyterlab/builder` from 3.2.9 to 3.6.8
