The pull-to-dismiss action should be triggered whenever the user begins to drag the sheet down at its minimum height, but in real, there are times when the action does not work even if the condition is met. For example, if we drag down the sheet immediately after a flinging-up gesture, the pull-to-dismiss action won't be triggered.
