Clean up repairs created for no longer existing entities #544

Description

This PR cleans up possible open repairs from entities that do no longer exists.

Motivation and Context

For example, if an automation has an unreferenced entity, one way to fix the issue is to delete the whole automation. This PR ensures the repairs is also cleaned up in those cases.
