Description of Changes

Fixes #5033.

Updates key-based 2FA setup docs to link to appropriate page for Yubikey hardware and make it explicit that keys need to support OTP.

Testing

Docs-only change, review for correctness and clarity.

Deployment

Docs-only deployment, will be built if merged into appropriate branches.

Yubikey->YubiKey (astonishingly, we've been mostly consistent about this)

perhaps Security Key->"Security Key" to make it clearer that it's a product name?
